Defense Climate and Energy Expert Tom Morehouse Joins ACCO Advisory Board
It is my pleasure to announce Tom Morehouse as the latest addition to ACCO's advisory board. Tom is a recognized energy and business
process expert, retained by the Office of the Secretary of Defense (OSD) to
implement recommendations from these reports, including development of new
strategies, policies, procedures and analytical tools to incorporate energy
considerations into force planning, requirements development, acquisition and
infrastructure decisions, including:
- an energy-based key performance parameter linking operational energy demand to mission effectiveness,
- guidance for
applying the “fully burdened cost of fuel” to analysis of alternatives and
acquisition trades, and
- a risk-based approach to energy investments at installations to assure continuity of mission through greater efficiency and use of renewable energy sources.
Tom is the principal author of a 2008 Defense Science Board study titled “More Fight – Less Fuel,” which determined reducing energy demand by military forces could improve operational effectiveness and reduce operational vulnerabilities. He is also a contributing author to a 2007 CNA report “National Security and the Threat of Climate Change,” which examined the national security consequences of global climate change, including geopolitical instability, infrastructure vulnerabilities, food and water scarcity, and the potential for humanitarian disasters. This study recommended governmental actions that could help prepare the Department of Defense (DoD) for potential missions required under varying climate change scenarios.
